That in view of the resolution put before the conference last year and duly carried, i... That it is the opinion of the representatives of British Chambers of Commer assembled at this meeting that the Commercial Diplomatic Service in China is strengthened by the additions of secretaries assistants in order that officers may be stationed at Shanghai, Tien-tain, Hankow and Canton, and other important trade centres as soon as possible," this conference regrets that no steps appear to have been taken, and reaffirms the views expressed last year.

XXIV. Tsingtao.

That this conference regrets the prolonged delay in effecting a satisfactory settlement with regard to the status of Tsingtao, which is entailing great loss and inconvenience to British commercial interests at that port and in Shantung generally.

They desire to record the opinion that an arrangement on the lines indicated in the last paragraph of the memorandum published by the Tsingtao Chamber of Commerce in June last affords the most satisfactory basis of settlement.

They would respectfully represent to His Majesty's Government the desirability of taking such steps as may be possible to terminate the present deadlock, and of keeping this question in view in connection, with any negotiations for the renewal of the Anglo-Japanes- Alliance.
